How can oversight and coordination of Global Fund supported programs be improved?
Fund Portfolio Managers (FPM) should visit countries once a year and do field visits to supervise work done by the PR, discuss strategies and other issues of interest to the CCM.
Oversight and coordination of programs should have a legal framework between the CCM and the PR, and a mechanism of responsibility/accountability between the CCM and the Global Fund; clarify roles of the CCM, PR, LFA and procedures and regulations.
Clarify and define through guidelines the relationship between the CCM and the LFA; review LFA terms of reference to include programmatic components and less weight in financing issues.
CCMs should have more funds for oversight and coordination duties; PLWH members to have a say on the impact of services and to fully participate in oversight.
TGF should create regional clusters with technical cooperation agencies that support the LFA in the oversight of the reports; allow faster coordination between local authorities and technical partners.
GF should establish a regular monitoring and evaluation system that includes goals, indicators, budget and disbursements and that transforms inputs into outputs by the CCM through civil society organisations.
The CCM should be expanded to include institutions of the state that fight and expose corruption especially the media. Monitoring should be done at all levels.

TGF should talk with the different actors involved, NGOs and Civil Society, to meet, coordinate joint activities and engage them in program implementation, oversight and coordination.
Organize conferences to train members to use MyGlobalFund.org and use it as a coordination and supervision tool.
Ensure maximum transparency when electing the PR and SR and provide an induction period for PRs and SRs as well as technical assistance (since proposals are made by the CCM and the PRs and SRs need to understand them); require reports from different actors that work in the field.
