Civil society plays a major role in the implementation of Global Fund supported programs and should be involved at all levels/phases of the program. The successful implementation of any of these programs should rely on experience and expertise from all parties involved.

Using MyGlobalFund, the Secretariat should select members that could help provide specific information and statistics at the country level.
Make an assessment of participation of each sector and their points of view regarding the disease. Invite civil society organizations to prepare a detailed plan of activities for the respective local area.
Global Fund should assist civil society to develop community-based plans to ensure project implementation and encourage participation in advocacy and communication strategies.
Establish a definition for civil society based on clear criteria
Strengthen collaboration and coordination among all in-country stakeholders across all sectors. Share experiences among countries.
Engage genuine NGOs in selected tasks, such as health promotion, social research, program evaluation, consultations, and testing out various service delivery models. Civil society involvement should be carefully built and watched.
Create a comprehensive partnership strategy that includes bilateral/multilateral organizations and governments in order to strengthen the capacity of the civil society.
The Global Fund should have tougher criteria and stronger follow-up mechanisms for assuring that civil society is meaningfully participating. Civil society needs to have people that are well trained and that are able to prove that they are fit for the job of prevention, coordination and organization of meetings.
Strengthen capacities and the role of the CCM to generate an open environment for the development of proposals and follow-up actions. Ensure closer collaboration between the CCM and civil society.
The Global Fund should work with different labor unions to make the response to HIV/AIDS more effective, eliminating discrimination in the work place.
