The existing mechanism of GF has complete components of addressing country proposals,partnership agreement,stakeholder participation, funding grant agreement ,distribution of funding ,community system strengthening with focused GF principles,governance parti- cipation,policies,& procedures in various countries at the regional level. In implementation of above mechanism GF might counter with differ sociological factors including culture,language,climate,social adaptability of goods,services& differ economical factors including commercial policy variable,assessment of international monetary rules,international liquidity, foreign exchange,multi exchange rate, production factors,capacity of domestic industry for procurement of goods& services in various countries of world regions. GF could give effective mechanism with inclusion of different sectors From GF standpoint CCM,GF secretariat,governance could expand their own structure by inclusion of agricultural sector,processed products, non-engineering,domestic industry for participation,contribution & stakeholders communication.Above mechanism with different sectors could encourage the partnership for joint capcity development , procurement of goods,products,services& commercial co-ordination in less GDP& less health infrastructure countries at the regional level. Inclusion of trade fairs& trade opportunity i.e.establishment of GF tade fair provisions in Fund raised & spent component of GF mechanism could give trade communication & trade opportunity in less industries countries for global accessibility at the regional level. Inclusion of above kind of meetings/collaboration could give strategic ways to improve communication between implementers across countries& regions for standard of conduct,understanding of technical standards of products,goods,services ,product adaptation & accessibility with cost benefit analysis,promotion of GF literature tools for product simplification,specific GF campaign,GF products economies,GF product,goods standardization,services communication across countries& regions. In Fund raised & spent component of GF mechanism ,pledges & contribution from developed economy/countries have given significant sustainable funding structure to specific regions& sustainable partnership for Rolling continuation channel in formation of GF programs. Integration of above contribution with international payment mechanism could ease complexity of funding decision,funding arbitration colla- boration, promotion of commercial activity in different countries, reduction in commercial & business risk due to foreign exchange restriction in less GNP countries.

Dear members,

Global fund should have independent offices both at the regional level and country offices that would be charge with the resposibities of overseeing the activities in areas where they are working.
 
There should be quarterly meeting of the implementers where they can asses the performance at the country level of which their report should also be forwarded at the regional level for further assistance if need be.
 
We should not forget always to work closely with the government of the beneficiaries because is easy for them to bring on board all the implementers in their country.

Dear Friends,

Regarding this week’s e-forum 2008 discussion, what mechanisms could the Global Fund Put in place to enhance collaboration, communication and co-ordination at the regional level. The systems for collaboration have not been easily for either the Global Fund or voluntary organizations. Policies and procedures were not sufficiently clear to VOS for them to feel empowerment to implement them. The guide ness for VOs involvement were difficult to understand and many VOs do not receive them.
 
Mechanisms for collaboration do not take into account varying needs from region to region. They were not flexible enough to respond to the great variety of organizations and types of programmes proposed. The complexity of Global Fund’s financial procedures resulted in money not being released or being delayed long enough to negate the VOs reputation with their community when promises could not be kept.
 
Although the Global Fund guidelines said that every country is to have a nodel agency to coordinate and laisan between the Global Fund and the VOs identifying such an agency is very difficult. There is an additional fear that employing nodel agencies would add more layer to the already existing, long, bureaucat chain and create delays in release of funds as well as implementation of activities. Even when a nodal agency exists, they may not be able to core with the work load.

There is a lack of coordination, staff stability and sensitivity to the issues
. One to lack of support, staff may be demoralized many want to help but the bureacritic structure is such that those above them in the hierarchy may have no interest in HIV/AIDS/TB/Malaria. They are also confused about their role as opposed to the role of my global fund. Decentralization has been a slow process.
 
The Global Fund must use a multisectoral approach where the nodal agency and the VOs complement and supplement each other with existing strengths and capabilities for an effective collaboration for the success of the my global fund process in India. VOs often work with particular community overtime. Through the development of trusting relationships VOs gain access to marginalized, illiterate and rural populations that may be missed by government programmes. Often the VO workers are drawn form these population themselves, which gives them greater credibility and personal knowledge of intimate behaviour. This intimate knowledge of the community can be used to develop HIV/AIDS/TB/Malaria programmes which can be integrated into on-going, well accepted, existing programmes.
 
It has been shown that throughout the world that sustained behaviour communication change for HIV/AIDS/TB/Malaria prevention is possible only through close personal contact and support VOs can provide that support to their communities around HIV/AIDS/TB/Malaria into the future.

GF has effective technological accessibility in the various forms of information technology globally.Above accessment of technology has given improved communication & regional capacity development for developing countries.Number of mechanisms e.g.CCM,contribution from various countries,pooled procurement of goods& products, country partnership proposals, have given strategic intervention with implementation across countries& regions.Integration of above mechanism with additional resources based on innovative finance mechanism could give better collaboration,communication at the regional level.Regarding integration of mechanism I would like to give reference of TALK ASIA (CNN.COM)for ideas to encourage the partnership at the regional level.
 

 
To, CNN.COM Received above issue. Regarding achievement of Millennium development goal in ASIA international finance facilities, additional resources based on innovative finance mechanism can play an important role in generation of additional resources for prevention of unfolding disaster& affected population. Integration of Clean technologies /Clean Space Mechanism Development with air line solidarity in the form of international trading system may bring additional international finance facility for malnourished parts of world. Growth of aviation at global-level ,testing missiles pays principles & its integration of CDM & CSM can develop special aviation economic zones(SAEZ)including telecommunication tax, in air space, CSM tax,CDM tax,. Above process & regulatory framework that make aviation emission reduction & formation of SAEZ will help in innovative financing mechanism,removal of polluted technology . Integration of innovative financing mechanism with Millennium Development Goal could bring additional resource of mobilization.

Regional Partnerships and across the country partnerships are of great importance to be established among different organizations of the development sectors. We have to adopt a broad based mechanism for enhancing the communication among the organizations which have close assimilations in their thematic areas.
 
It is necessary so that they may be able to join hands in upbringing of the marginalized communities across the globe. The strategy for creating credible links among the organizations of the sectors having same mission and vision is to organize meetings so that ideas should be exchanged to work in close collaboration with one another.
 
First of all the NGOs or INGOs which are member of the global fund should exchange information regarding their areas of interest and opportunities available in their geographical locations. Secondly, the nominal heads of these organizations should organize detailed meetings to express their view point for mutual collaboration.

By modifying Global Fund CCM guidelines and requirements to recognise the unique nature of regional initiatives and the fact that regional coordinating mechanisms usually cover a number of countries that already have CCMs.

I will suggest the formation of a regional monitoring steering committee,comprising of Ngos leaders, medical doctors,health practitioners,consultants,government representatives etc. The main objective would be to monitor and facilitate the flow of informations on the implementation, impacts,needs,etc. of  GF projects in each benefiting country .
 
A webbase interface should be contructed for  the regional steering commmittee; where all the actors involved can communicate easily. Experts within the steering committee should be assigned to specific functions focusing on the distribution,implemebtations,impacts and appraisal  of the performance of contractors at the country level  including the CCM (who execute the GF projects).
 
The global fund should then  form a unit at the headquarters of the global fund that will coordinate the information and reports from the regional level streering committee representatives.Online meetings should be organised regularly where each country representative of the steering committe could participate.A bi quater meeting should be held in each zone of the region where the GF CCM, government representatives, contractors and the steering committe members could meet to discuss progress and other matters.
