Many things as numerated above, while the need for national and regional offices is desirable it is also improtant for regular meetings, involving in what others local and international NGOs are involve in. Participting in policy meeting, review of document and sponsor events as it relate to organization vision and focus. Involve and participate in seminar, conferences etc. Build the network and navigate with all is an ideal to better partnership.

Mechanisms the Global Fund need put in place to enhance collaboration, communication and coordination at the regional level.
- Strengthens communication systems among partners by providing capacity building programs i.e. ICT.
- Develop list serves, e-forums systems at regional levels to enhance experience sharing and skills on coping mechanisms on the three diseases.
- Create strategic regional coordinating offices to enhance collaboration and efficient consultative forums for effective result-oriented partnership.

GF at the country levels should be strongly involved in country-led formulation of program and implementation process, during which it will establish collaborative strategies and communication focal points, channels and mechanism while ensuring strong partnership with local communities.
At the regional level GF can encourage country partnership, share successful country intervention procedures as well as organizing regional workshops and training for implementing partners.
Information flow chart will be a good tool to establish a strong communication system. Accurate and required information flowing from the region to affected countries through the countries Reps to implementing partners and to the communities. Community’s feedback will be helpful

Strengthening CLUSTER role of the GF may be the better solution in this regards. GF regional team can be more re-strengthen, proactive and some specific personnel can be deployed for the purpose along with some other tasks.

Dear e Forum; One of the most significant weaknesses in the present management of the Gf project has been the poor quality of data capture and maintenance which is evident at virtually all regional levels. This position is related to the absence of defined information system requirements. Other than the standard reports which are prepared for use in providing inputs to annual progress reports, all other reports appeared either ad hoc or are unstructured. This is a fundamental weakness which has adversely impacted effective management and control of the Gf project activities. Gf therefore should aim to set out an outline of a Gf monitoring system which could be used for GF overall management standard information flows ansd data interchange. This should take account of the need to monitor Gf project throughout the entire project cycle. The key objective of GF information syatem should support the planning and control of operations at every stage of each regional level. GF project's life cycle from inception through to completion. MIS required to achieve this should be timely, accurate, meaningful and relevant. Since there are a number of key target users of such MIS to facilitate both operational and strategic decisions making within the region hierarchy including GF secretariat, member states and national contact points, sector co ordinating units and implementing agencies. The information needs of these users are cleary varied and have different purposes. however the common goal of all participants is to be able to plan, coordinate and control an array of prospective and live GF projects of the member states within the regional grouping. Within this framework each users specific information needs should be identified and systems developed to achieve these requirements.
Effective management and control of the GF demands that a detailed database of information be stored that can be used at project level, but which can be summarised for use at national, secretarial or regional level. By standard categorisation of each element of information which is required to plan, coordinate and control GF project activities, information could be held accross the region within a standard database coding structure which would provide ease of consolidation and analysis of performance and hence improved management control and accountability. The categorisation of essential data would enable information to be obtained speedily from a number of alternative perspectives. The potential breath of analysis that can be provided by such database approach to regional level, information requirement would enhance management capabilities in planning, coordination and control over every stage og GF projects life cycle. before such information systems strategy is embarked upon, the actual information requirements of all users within the region and related organisation are defined, systematically agreed and a common hardware operating platform is established. It is therefore important that before an information systems strategy is embarked upon, the actual rather than perceived information requirements of all users within the region and related organisations are defined in detail and agreed. Therefore Gf should develop and adopt an information systems strategy which is focused upon clear definition of information requirements,a consistent means of data capture throughout the organisation using a database approach and selection of common hardware and software for use across the region. This would facilitate significant improvements in regional management, planning, coordination, communication, collaboration and control of prospective approved and live GF projects.

Dear Members
During board meetings, I always suggested establishment of GF regional offices to assist countries on various issues implementation, I think regional offices can play important role in strengthening regional collaboration and partnership. Some times there is a need for a third party as catalytic factor in initiating collaboration between countries of the same region. Although there are actions on the ground by the Global Fund to encourage countries for regional collaboration, still more efforts by GF should be taken to promote this strategy.

Dear GF,
GF is a world organization, an important institution in the world. So I think, GF has collecting much input related with that's question.
In my perception, GF must make identification about which ones important inputs to choose to enhance. Either, each regions has difference problems and needs in relaterd with enhance. So, according to me I sugest just related specific things, about Indonesia in Asia, as a part of South Asian Countries. GF must active, dinamic and continue to communicate in order to change information with GF stakeholders: government, NGOs, even smallest local NGOs. I think, this a good mechanisms. Especially like us, althought we are a smallest local NGOs, but we have, and we also store important things to share with GF , even may be we are most strategic agents for GF.
The next steps, I think in regular periods GF must seriously to evaluate this mechanisms.

There is no gain saying that there is absolute need for the Global Fund to provide a mechanism for regional coordination, collaboration and comunication. The primary platform required to set the tone for regional collaboration would be the need for a Regional Local Funding Agency(LFA). The LFA would serve as the hub for all regional collaboartion and communition with in-countriy CCM. This would provide room for regional agenda settings and monitoring plans in terms of capacity building, technical assistance and performance monitoring.
With this, a web portal to post new happenings and researches within the three disease areas could be developed to serve as a meduim for the exchange of information. Donor coordination meetings involving the bilaterlas and multilaterals could also be a genuine medium for increased collaboartion and coordination. However, it surfices to mention that as much as possible, the Regional 3Cs' (Collaboaration, Communication and Coordination) should not be seen as operating as a parallel structure alogside in-country. It should be complimentary and gap filling. The need for the Regional 3Cs' cannot however be overemphasized.

To, e-Forum 2008 Received reminder.Regarding strategic ways to improve communication between implementers across countries& regions,GF has single & multi country applicants components .Multi country applicants components could enhance GF mechanism & communication across countries& regions.Multi country applicants components could determine potential for contribution & status of gross availability of resources to counter necessities in specific countries at the regional level.Through multi country applicants approaches,less health infrastructure countries alongwith intra-regional countries could address socio-economical factors for community system strength- ening ,production factors,formal relationship with country co-ordinating mechanism,promote country technical assistance,replenishment mechanism & accessibility of international monetary system . Regarding assessment of replenishment mechanism & regional collaboration discussion Demand could detail challenging aspects for joint capacity development in countries.

To, e-Forum Received above discussion.Regarding Global-Fund current process, Phase 2 funding could give complete component for capacity-building, prevention program & participation.Due to phase funding, components can evaluate ,audit of program performance.Global-Fund current process should focus in accessment of life saving therapy (ART) in Asia& third world.Program performance,evaluation aspect could be vital for accessing funding. Disbursal of fund should address crucial needs, action in epidemic,project suitability to the country,national participation & interest addressing to the need,fund's standard allocation pattern in various countries. Another aspect is understanding of availability of resources in countries.Availability of resources,climatic condition,human condition ,basic health information system may differ from country to country. Global-Fund current process should take an account of above factors before disbursement.Funding should not based on predictions & consider budgetary allocation of national organisation, participation of public&private organisation. Rolling continuation channel application process is based on technical approaches,proposals,procurement&mechanism of multi-countries applicants process.These process may be useful in determining crucial needs,norms,standard,effective mobilization, strategic intervention,integration of indigenous support& services, demographic status,potential for contribution ,innovation,gross- availability of resources to counter needs in various countries.

Collaboration, Communication and Coordination, the 3Cs at all level of Administration are sinequonone for effective and efficient; without which organizational Goals and Objective will not be met. As such, and as will be demanded there are necessary mechanisms that must be put in place for their attainment which include:
- Proper definition of Goals and Objective: The Goals and Objective of the Global Fund must be properly define to the Regional Officers to work towards attaining these Goals and Objective, this will appear as an extension of power from up to down and down to up as will be seen in a model bureaucratic setting.
- Use of Seasoned Administrators at the Regional level: The success of any Administration depends largely on the decision making process as such putting square peg in a round hole would mere the Goals of the GF; as a result there is need to use Seasoned Administrators at the Regional level to ensure proper decision making, good initiative and Goal attainment.
- Need for professional training for Regional staff: Professional training and re-training of personnel at the regional level will ensure continuous and sustain capacity building for the personnel who will in turn be well groomed in program Administration and implementation.
- Provision of Information, Communication and Technology ICT/IEC; Information Education and Communication and feedback at all levels: There should be unrestricted free flow of information and communication from one level to the next which must be duly adhered to and strictly maintained by all officials.
- ICT equipment for Data collection, collation and processing which should be used, stored and re-used as need arises.
- The 3Cs, are two way thing from up to down and down to up, as such there should not be any breach at any point or level as this will jeopardize the whole process.
- The use of routine visits to access the level of 3Cs at all level as this will enhance proper use of 3Cs which will in turn ensure organizational Growth of the Global Fund.

Regarding strategic ways to improve communication between GF implementers across countries & regions,kind of communication tools,alternative media ,indigenous media,extended networking discussion of stakeholders worldwide,partnership forum,country mechanism could comprehensively define various contributions, implementers objectives,need of partnerhip in various countries at regional level. Above available communication of GF technological approaches, socio-cultural acceptance of GF products & services,domestic industry §ors support for GF mechanism,socio-economical& enterprizes approaches for GF implementation coverage could give effective mechanism implementation in various countries. From collaboration standpoint GF has round/meetings framework for potential donors & regional mechanism ,this framework could be expanded by inclusion of international financial instrument& convertible units measurement. Regarding better communication enhancement at the regional level I would like to give reference of e-forum 2006 (facilitating communication in developing countries. Though various alternative media are available for mass& group approaches in developing countries.Apart from alternative media, audio-visual aids e.g.visual aids (leaflets,posters,models etc) might be useful in enhancement of communication.Audio-visual aids should include knowledge of advantages & disadvantages ,prevention strategies,support services& treatment. Indigenous media could play an important role in mass com unication, participation with govt,public,private,civil-society,& community structure with inforation system could be useful in addressing an important communication development issues, community system strengthening ,coverage & implementation issues. Integration of GF at indigenous level in developing countries could improve communication within countries-issues office, counselling centers& their integration with national information, rural information centers,satellite mechanism for regional participation,could enhance understanding of GF & its financing for community & affected population in developing countries. Above integration might be suitable in less socio-technical developing countries where GF country offices & mechanism are not available. Through indigenous media e.g. auditory aids,visual aids could clearly define process & practices of basic health education in developing countries where information infrastructure,internet, networking technology,telecommunication are not available for mass & regional approaches.

GF mechanism structure should integrate with socio-demographic & socio-community co-ordination factors at the regional level.In regional overview ,country's involvement & implementation might differ in understanding of GF principles ,country's constitutional provision for external partnership,partner environment& partnership strategy. GF mechanism has Rolling continuation channel for regional presentation &involvement,diseases specific statistical coverage for funding priority.Intra-regional accessibility of GF products& services could develop social collaboration within regions.In regional overview developed economy could give exchange arrangement, convertible measure , international payment mechanism to grant recipient less economical infrastructure countries.In intra-regional partnership developed health infrastructure countries could give ready access of products(pharmaceutical approaches,technology(imaging,DNA,conventional) laboratory facilitation ,convenience products& equipment to specific diseases prevention in less health infrastructure countries through GF products& services. Regarding different sectors inclusion & joint capacity development in countries at the regional level I would like to give reference of discussion Demand for strategic ways to improve collaboration within countries .

Received above issue.Addressing the challenges related to effective involvement &implementation would depend on approaches &accessment of health care services& system including public, private & national program in various countries. Due to differ socio-economic status of countries a static or fixed health system & services are not adequate to address the challenges. Apart from above sectors& program scientist,business organization, social organization,legal position ,educational institute,industry should develop local,national,&international campaign& program which have awareness & promote development objectives &participation. A few funding measures can not effectively contribute in development of program for country to country.Measures should be based on country's needs,attitude,available resources,acceptability, participation of community,society& various sectors. Actors like MDG(U.N),WHO have formulated universal comprehensive health care goals for developing & third world countries Global-fund,world bank have approved various fund projects since 2000-2007.G.F process should also integrate state,national&inter- national banking system &insurance mechanism. Measures related to universal health insurance, health services for minimum income level,infrastructure development could address the real needs of program.External funding could involve international& domestic air-line tax/cess,Clean Space Mechanism (UNCCSM),clean development mechanism,social subscription, international trade,industry social audit & contribution,nuclear paying principles,testing missile paying principles with effective involvement& implementation of funding process.
