Week 5: Summary of discussions: Coordinating programs supported by several partners
What could the Global Fund and its partners do to reduce the challenges that countries face when coordinating programs supported by several partners?
Coordination is easier when all players are under one coordinating mechanism.
Strengthen the national capacity for coordination, provide technical assistance to the CCMs and other stakeholders.
The Global Fund and its partners should implement pre-established guidelines and mechanisms in detriment of personal interests to work towards a common goal.
Coordination should be built into the plans and activities to avoid duplication, with a sector-wide approach adopted to integrate all partners. Include national donors in the CCM.
The Global Fund should set up a new monitoring and evaluation mechanism to improve and strengthen coordination among partners, and to ensure transparency and accountability.

The Global Fund should work with partners that complement its work by addressing other critical areas of sustainable development. Donors should agree on the geographic areas for humanitarian assistance.
Map out stakeholders, areas of intervention, types of interventions and current and potential donors.
Role definition of partners and mutual respect is imperative, as well as certain flexibility.
Ensure effective communication between partners through discussion forums, establishing clear rules for the use of common tools and sharing best practices on coordination.
Donors should avoid excessive conditionality. The selection of partners should be fair and based on capacity.
The Global Fund should maintain the policy of country ownership, strengthening and developing local capacity.
Create a coalition of donors with a rotating presidency.
