What should be the requirements for organizations beyond donor governments that contribute financial and other resources to the Global Fund?
Carry out a cost-benefit analysis for in-kind donations that takes into consideration the need, distribution costs, quality and relevant international standards, continuity (for treatments) and maintenance of such donations.
Avoid donations from questionable sources of funding. Establish clear regulations on standards of conduct to avoid conflicts of interests.
Set up an Auxiliary Donors Scheme to administer donations coming from non-donor governments and organizations.

Create a “wish list” for recipient countries to map the non-monetary needs and requirements of PRs and a list of potential in-kind donations to match.
