THE TEN-YEAR GLOBAL FUND STRATEGIC PLAN

INTRODUCTION This document has been designed to provide the Global Fund decision-making organ with fresh ideas that can assist in the re-branding, repositioning and re-energizing the organization in the fight against HIV AIDS, Tuberculosis and Malaria. In order to make more impact in the global arena, the Global Fund needs to change its vision and mission so that it will be able to reach out more people and accomplish its mission within a specific time. This will ensure that communities are served on time. The document gives the following ideas: bringing more partners on board in order to accelerate the vision Enhancing partner relationship to fast- track its objectives and vision. To introduce new products and services. Engaging in a more aggressive public relations exercise. What should the global fund look like the next 5-10 years? in the next ten years, the global fund should be able to fund exchange programmes for the age groups who are targeted by the killer diseases and more especially the youth who are highly infected by HIV AIDS due to lack of information, poverty and idleness. It should be able to cover other killer diseases like Asthma and Cancer. It should be able to set up their own pharmaceutical plants or organization and at least one in every country so that the patients will be at a position to get the drugs in time without any further delay or alternatively the Global Fund can partner with some pharmaceutical companies on specific drugs especially for Asthma, Malaria, Cancer, Tuberculosis and HIV AIDS in order to reduce the cost of production hence making the drugs easily accessible by the majority of the people globally. This means that it has to approach the pharmaceutical companies and negotiate on what percentage of the cost of production of the drugs for the five killer diseases they should fund. It should establish head offices in every country to directly deal with its partners rather than using other structures, which are slow, rigid and corrupt. This is for the purposes of improving products and service delivery to the people. It should have a Global Task Team that will be working with the expected new group members or partners directly. This team will be in charge of assessment and evaluation to extent to which the partners have been able to reach out to the people in the grass root. It should be engaged on both prevention and cure strategy with more emphasis on prevention strategy. It should bring on board both the corporate and individual sponsorship to the Global Fund kit in order to expand its financial base across the globe. It should establish virtual offices to enhance frequent, clear and on time communication to its partners. It should hold frequent Global Fund Partnership Forum (GFPF) to fast track the strategic plan. It should establish a Technical Assistance Committee (TAC) to help in the disbursement of the Global Fund grants to its partners. It should tailor the Global Fund grants to each country based on the extent to which the killer diseases have infected the people in that country. It should have experts in the mainstream in order to provide relevant expert advice in relation to the five killer diseases. It should be able to fund sex education in both primary and secondary schools in order to curb the rising HIV AIDS rates in the world today. This will create awareness to youth who are the most and highly infected by the HIV AIDS. It should introduce e-procurement and even moderating of prices of the products. This is to make it easy and faster for people to access the products e.g. drugs hence reducing the time involved in procurement. It should expand its financing bracket to accommodate more partners. It should engage in a wide consultation with its partners both the formal and the informal. It should establish a website that will provide information on the killer diseases. This is because most youth have access to internet where they can access the information. It should review the Global Fund grants requirements to enable the informal sector, private sector and individuals access the funds. It should sponsor informative T.V and Radio programmes to enhance public awareness about the five killer diseases and prevention methods. It should factor the issue of supporting the families of the deceased HIV AIDS victims. This is to avoid the replication of the disease in the same family by reducing poverty levels. It should put more emphasis on disabled HIV AIDS victims by providing safety and up keep allowances and especially to unemployed victims. It also provides facilities for the disabled so that they can access information about the killer diseases. This will increase the Hiv Aids awareness levels hence bring down its infection rate.
