The global fund as macrocosm approach to fight against AIDS, Tuberculosis and Malaria is very significant. Indeed, under the current globalization and the overall scenario through centralized operational mechanism for achieving its desired phenomenal output seems awkward. Never the less current famishment of various strong geographical organization like E.U., OPEC, SAARC, African union etc established under the foundation of shared values, beliefs and aspirations can be the next appropriate option for complementary function in the operation of global fund. The genuine issues about global fund as well as its enduring sustainability in achieving its goals and objectives through centralized initiation are the vital challenge for central organ, where the urgency of decentralized mechanism is inevitable. For that the centralized supreme authority should be delegated to decentralized authority of various geographical organization under the acknowledgement of cohesive commitment and common consensus. For which the function of 3R will be incredible, which refers, recognition, responsible and regulation respectively.
The role of central organ UN for the global fund should be of catalyst whereas the major function of jurisdiction of decentralized authority and the formidable role for monitoring evaluation and fund generation should be undertaken by the central organ. The re-enforcement and advisory role is always essential for crucial implementation. The most striking feature I would like to prescribe that the decentralized mechanism should be well equipped with the provision of inclusion from various heterogeneous sectors like the representation from religious preachers, civil society, women's representation, victimized groups, student union etc. The strategically ventured program should be three tiers consisting of authorized decentralized body and then the respective nation lastly the targeted group or local sector. Speaking honesty the policy of non-political intervention and emphasis on philanthropist approach in service rendering will slack down the biasness and enhancement of smoothness and efficiency thus the organization should be.
