My idea about the future of Global Fund is that the civil society/non-governmental organizations that put up proposals for requesting funds to carry out various Projects to lower the burden of T.B, AIDS and malaria have to normally go through a tedious application screening by the CCM (country coordintaing mechanism) of their country. As the CCM basically comprises people from governmental and other organizations, there are high chances of personal biases and favouratism that prevents the genuine and sincere workers from getting the funds to fructify their dream projects. Moreover, CCM screening brings about delays due to many legal formalities and red tapism whereby funds get routed from government to the civil society carrying out these projects. My idea is, therefore, that the CEOs of various NGOs who have a proposal to curb the menace of T.B, AIDS and malaria must be allowed to directly interact with the officials of the Global Fund. The application screening must rest with the Global Fund and not with the CCM. The final project approvals could be done by a simpler method of interview with the Project Heads/ CEOs. The release of funds could be phased depending upon the success of the Project and progess of the proposed work carried out. For this, expert officials from Global Fund could keep a regulatory watch on the work being done, while providing the NGOs necessary advice to facilitate the fructification of their projects in time.
